Question 

In light of the previous written reply confirming that PSNI invoiced Dalradian Gold for ‘special police services’ but never collected monies as they were deemed security related. Could PSNI set out: 

What constitutes ‘special police services’ which are chargeable 

How much has been collected for ‘special police services’ in the past three financial years broken down by events and/or categories 

What plans, if any PSNI has to maximise revenue raising in the future. 

Answer

Special Police Services’ which are chargeable are categorised as follows: 

1. Commercial events and/or enterprises 

A commercial event is one where there is financial gain or profit to the organiser/company/organisation without specific community/chargeable benefit. This is usually but not exclusively through members of the public having to pay an entrance fee to gain access to the event. 

This category of event and/or enterprise is charged at the full economic cost of the special police service provided. 

2. Non-commercial events and/or enterprises 

Non-commercial events can cover charitable, community and not for profit events. These events will be characterised by the distribution of any financial gains to a charitable or community cause. Those organising the events do so on a voluntary basis for the benefit of participants and spectators. 

Recognising that this category of events is substantially different in nature to commercial, profit making events, non-commercial events will be charged at direct costs only. 

3. Northern Ireland Executive sponsored events/enterprises 

Events or enterprises which have a significant element of Northern Ireland investment including substantial tax payer monies will be charged at operational resource costs only. Any shortfall will be regarding as the PSNI’s contribution in kind to the event/enterprise’s overall strategic objectives. 

4. Statutory events reflecting constitutional rights or processes 

 

The policing of these events will be regarded as part of core policing and there will be no charge for such events. 

The amount of revenue collected for ‘special police services’ in the past three financial years is summarised as follows:

In terms of maximising revenue raising in the future, the PSNI consider all requests for special police services and seek to charge in accordance with National Policing Guidelines on Charging for Police Services.
